Yes, deaf people can have tourettes. If they can speak they suffer the same speech afflictions. However, if they are non-verbal they make random sounds and suffer from the same twitches as most people with tourettes.
I work with a group of handicapped kids during the school year and I've met two kids who are profoundly deaf along with tourettes.
